According to Windows Central's Jez Corden, Microsoft has made an internal announcement that it will prioritize 'improving third-party OEM handheld gaming devices' and will focus on improving gaming performance for Windows 11.
In a 2024 interview with gaming news site IGN, Microsoft executive vice president of gaming Phil Spencer spoke about the need for handheld gaming consoles.

As part of its plans for a portable console, ASUS is reportedly working on a device called 'Kennan' or 'Project Kennan.' In addition, Lenovo, MSI, and Razer are also reportedly developing Xbox-branded portable consoles.
This internal announcement is seen as a statement that, although Microsoft has been developing its own hardware in addition to OEM machines such as Kennan, it has decided to leave the game console business to the OEMs and focus on improving the software side of things.
The company said that no personnel layoffs have occurred as a result of this change in policy.
By the way, Microsoft is also developing a cloud system for the next generation Xbox. It was also developing a small cloud-first device called 'Hobart', but this project has been canceled.
