The world's first 'AI minister' appears to combat corruption



In Albania,

a republic located in the southwestern Balkans, an AI-generated bot named Diela has been appointed as a minister. Diela will be responsible for managing public tenders that the government awards to private companies, and is expected to be a minister who will never accept bribes or blackmail.

Albania has repeatedly experienced corruption scandals related to public tenders. For example, former Environment Minister Lefter Koca was indicted in March 2022 for his involvement in the 'Elbasan Incinerator Affair,' which included the misappropriation of public funds, and was sentenced to six years and eight months in prison in 2025. Furthermore, the trial of former Prime Minister Sali Berisha, who was indicted on charges of corruption related to real estate transactions, began in July 2025.



Experts say Albania has become a base for criminal organizations seeking to launder money from drug and arms trafficking around the world, and corruption reaches the very heart of power. Prime Minister Edi Rama, who is about to begin his fourth term, is aiming to join the European Union by 2030, but the image of persistent corruption makes it difficult for Albania to do so.

So, at a Socialist Party rally on September 11, 2025, Prime Minister Rama announced that he would appoint an AI-generated bot named Diera as the new minister in charge of managing and awarding public tenders.

Diera, whose name means 'sun' in Albanian, was introduced as an AI assistant on the Albanian electronic platform

e-albania in early 2025. A female avatar dressed in traditional Albanian clothing has been released.



According to Prime Minister Rama, decisions regarding tenders will no longer be made by ministries, but will be left to Minister Diela, who is responsible for them. Prime Minister Rama expressed his expectations for the new minister, saying, 'Albania will be a country where public tenders are 100% corruption-free and all public funds that go through the tender process are 100% transparent. This is not science fiction, it is Diela's duty.'
