On April 7, 2025, the management system of a dam in Bremanger, southwest Norway, was compromised, resulting in the unauthorized opening of the floodgates. Approximately 500 liters of water per second were reportedly released for four hours before the attack was detected and thwarted. No one was injured.
Norwegian authorities, who investigated the attack, officially attributed it to Russia, claiming that the attack was part of a wider sabotage campaign targeting infrastructure across Europe and was intended to intimidate and frighten civilians.

The allegations were based on videos that contained watermarks from pro-Russian cybercrime groups.
The Norwegian Organized Crime Agency said, 'The group behind the attacks is made up of several affiliated organisations and has carried out multiple cyber operations against Western companies.' The agency did not provide further details or provide the specific identities of those involved.
In response to these official statements, the Russian Embassy in Norway said: 'These accusations are baseless and politically motivated, and the allegation of Russian sabotage is fabricated and a fictitious threat.'

Norway is a major gas exporter and relies primarily on hydroelectric power for its electricity. It also shares a border with Russia within the Arctic Circle, and authorities have repeatedly warned of risks to national infrastructure and power plants. Beate Gangas, head of the Norwegian Police Security Service, said, 'Threats like this are likely to increase in Norway and across Europe, so we urge Norwegians to be prepared.'
