As reporters crowded the Oval Office to watch developments in the 'trade war,' President Trump signed a new executive order, declaring an end to what the White House described as the 'shower wars,' and directing Energy Secretary Chris Wright to repeal previous administration regulations on showerheads.

'I love to have a nice shower, to take care of my beautiful hair, but I have to be in the shower for 15 minutes to get my hair wet, and it just drips. It's awful,' Trump told reporters.
According to a White House fact sheet, this marks the culmination of President Trump's long-running effort to restore 'shower freedom' and keep his beloved bushy hair in perfect condition.
In the United States, the Energy Policy Act of 1992 mandated that showerheads be limited to 2.5 gallons (about 9.5 liters) per minute, half the water flow rate of conventional showerheads, down from a maximum of 5 gallons (about 18.9 liters) per minute. This was intended to conserve water resources, and similarly limited the water pressure of faucets and flush toilets.
President Trump has repeatedly expressed frustration with the restrictions, for example saying in a 2020 speech, 'I want to take a shower and there's no water, I want to wash my hands and there's no water, so I either have to stand there or take a long shower. My hair... I don't know about your hair, but my hair has to be perfect.'

She also said in 2023, 'You know my hair is so gorgeous. I love when I take a shower and the water just drips down on me. But when I walk into my new house that has a shower, the water just drips, really slowly.'
In an effort to combat shower regulations that were plaguing Americans, President Trump amended the definition of showerheads during his first term to exempt those with multiple nozzles from regulation, calling them 'body sprays' rather than showers. However, this policy was overturned by former President Joe Biden.
'This executive order will free Americans from the excessive regulation that has turned everyday items into bureaucratic nightmares -- and no longer will your showerhead be a flimsy, useless device,' the White House declared.
However, according to the Appliance Standards Awareness Project (ASAP), a group that promotes energy-efficient home appliances, if your shower pressure is low, it's more likely to be caused by limescale buildup in your home's pipes or shower head than the water flow rate.
'I was very impressed to see that toilets and showerheads were listed as a priority for the president in a White House document,' ASAP director Andrew DeLaski told The Guardian in a January 2025 interview. 'That's really impressive. But I'll be honest with you, I think Donald Trump's concerns are a bit outdated.'
