The Environmental Protection Agency (EPA), which is under DOGE scrutiny, has already put nearly 600 employees on administrative leave and warned employees to be careful about what they say and do amid a 65% budget cut.

The purpose of this surveillance is said to be to detect any behavior that could be considered hostile towards President Trump or Musk himself, and DOGE uses AI to analyze employees' emails and chats.

DOGE staff also communicate through Signal, a messaging app that uses disappearing messages, which experts say could violate federal record-keeping laws.

In addition, Google Docs is used to exchange official documents, omitting the usual confirmation procedures. In addition, the use of the AI chatbot 'Grok' developed by Musk's AI company xAI is also being promoted, and although the specific purpose has not been disclosed, it is believed to be promoting the automation of government operations.

DOGE, as an agency that reports directly to the Office of the President, has taken the position that it is not subject to general freedom of information laws, but a federal judge has ruled out this lack of transparency and ordered the civil watchdog to turn over the documents, though at press time the records have not yet been turned over.

As Musk aims to streamline government and cut spending by $1 trillion (approximately 144 trillion yen), or 15% of the annual budget, many in the Democratic Party and other circles have expressed concern about the government's deep involvement in IT infrastructure and its operation methods that ignore traditional rules and procedures. Experts have warned that such surveillance is an abuse of government power and risks suppressing freedom of speech.
