US adds 50 Chinese tech companies to export control list, aimed at restricting China's artificial intelligence and advanced computing capabilities

On March 25, 2025, the U.S. Department of Commerce's Bureau of Industry and Security (BIS) announced that it had added 80 companies based in China, the United Arab Emirates (UAE), South Africa, Iran, Taiwan, and other countries to the '

Entity List' for activities contrary to U.S. national security and foreign policy.

The Entity List now includes 80 companies, including the Beijing Artificial Intelligence Academy, of which more than 50 are Chinese companies.

The additions include China-based companies with close ties to the Chinese military-industrial complex that are engaged in the development of advanced AI and supercomputers and high-performance AI chips for end users, companies that contribute to ballistic missile development, companies that support China's military modernization, including hypersonic weapons and hypersonic flight, and companies that sold products to Huawei and HiSilicon, which have already been added to the Entity List.

In addition, six of the companies newly added to the Entity List are subsidiaries of Inspur Group, a major Chinese cloud computing service provider and a major customer of American chipmakers such as NVIDIA, AMD, and Intel. BIS claims that 'these companies are contributing to the Chinese military's supercomputer development project.'

'Under President Donald Trump's strong leadership, the Department of Commerce is taking decisive action to defend America. We will not allow our adversaries to exploit American technology to strengthen their own military and threaten American lives,' said Secretary of Commerce Howard Lutnick. 'We are committed to using all our tools to keep our cutting-edge technology out of the hands of those who seek to do harm to the American people.'

'American technology must not be used to threaten the lives of Americans,' said Under Secretary of Commerce Jeffrey Kessler. 'BIS is working to prevent American technology and goods from being misused in high-performance computing, hypersonic weapons, military aircraft training, and unmanned aerial vehicles (UAVs), sending a clear message that we will continue to work tirelessly to protect our national security.'

Meanwhile, the Beijing Artificial Intelligence Academy responded by saying, 'We are shocked that the Beijing Artificial Intelligence Academy, a private, non-profit scientific research institute, has been added to the Entity List. We strongly oppose this erroneous decision that is not based on facts and urge BIS to withdraw it.' The Chinese Ministry of Foreign Affairs also issued a statement saying, 'BIS's addition to the Entity List seriously violates international law and basic norms of international relations, severely harms the legitimate rights and interests of Chinese companies, and undermines the security and stability of the global supply chain. We firmly oppose and strongly condemn this.'
