The 'quality' displayed for sunrise and sunset can be easily understood by looking at

'20-40%' is 'average,' which is what most sunny days are like. On average quality days, the light isn't blocked, but the view isn't spectacular.

'40-60%' is 'good' quality and means there are mid-to-high clouds just reflecting the sunlight during and just after sunset.

The '60-100%' rating, which is considered 'very good,' is extremely rare, and requires the presence of mid- and high-level clouds that reflect light over a wide area, as well as the absence of other clouds that block the reflected light. On days like this, the sunset lasts longer, and a variety of colors can be seen, from yellow to orange, red, and pink.
